Conclusions and recommendations

In order to optimize Stuttgart's energy supply in both ecological and economic terms and to fulfil the aims and priorities set by the energy policy, it is necessary to find a wise combination of a whole range of measures.

The focus is put on the sectors of room heating requirements and traffic.

The comparison of the different scenarios reveals that without further measures, CO2 emissions will only be reduced by 10 % (trend scenario).

If CO2 reductions are supposed to significantly exceed this limit, it will be necessary to

The assessment of the measures in regard to their CO2 reduction potentials and cost efficiency outlines the priorities which must be set in order to achieve the biggest possible effects in as little time as possible using the available means.

Further criteria were included in the setting of priorities, such as feasibility, raising of awareness, long-term effects beyond the scheme's evaluation period, further technical developments, cost degression effects etc.
